Amidst the evolving landscape of environmental concerns, consumer choices, and brand differentiation, paper bottles have emerged as one of the most promising sustainable packaging business opportunities. This is not a mere environmental discussion for startups and MSMEs, it is a window into the market that is rapidly closing due to the large players noticing it.<\/p>\n<p>India produces millions of tonnes of plastic packaging waste annually. The highest amount of contribution comes from the pharma and health-drink market segments. The norms are becoming stringent for both the sectors under the Plastic Waste Management Rules and the Extended Producer Responsibility (EPR) scheme. In the meantime, consumers around the world have made virtue of packaging as a reflection of brand authenticity. Paper bottles solve all these pressures at once: They are constructed of recycled paperboard or moulded pulp with thin food-safe liners. In the pharma niche, OTS, nutraceutical syrups and protein supplements packaged in paper bottles have been gaining popularity in Europe. India is about three to five years behind the curve and the opportunity for market entry is available, but it is not for long.<\/p>\n<p>To meet the demand of their retailers, health drink brands\u2014especially those catering to the gym-going, health-conscious and young urban markets\u2014are facing extreme pressure. Some leading chains such as D-Mart, Reliance Smart and quick-commerce have already started to factor in the packaging sustainability score in their vendor scorecard. The <a href=\"https:\/\/www.ibef.org\" target=\"_blank\" rel=\"noopener\">Indian Brand Equity Foundation (IBEF)<\/a> has data showing that the packaged health-food and nutraceuticals industry in India is growing at 20 percent per year. Much of that growth will come from premium positioning \u2013 and packaging is at the heart of the story.<\/p>\n<p>Moreover, the single-use plastic ban is necessary for India&#8217;s Paris Agreement&#8217;s Nationally Determined Contributions (NDCs). This provides paper bottle makers with a structural boost beyond consumer shifts. The sector is moving forward with policy action.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Government_Policies_and_Incentives_Supporting_Paper_Bottle_Businesses\"><\/span><strong>Government Policies and Incentives Supporting Paper Bottle Businesses<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>India&#8217;s policy landscape for sustainable packaging business is also greatly improved. The<a href=\"https:\/\/msme.gov.in\" target=\"_blank\" rel=\"noopener\"> Ministry of MSME<\/a> provides credit linked capital subsidies under the Credit Linked Capital Subsidy Scheme (CLCSS) for technology upgradation for eligible plant and machinery costs of upto 15%. Eco-packaging is a category of paper bottle manufacturing which is eligible under multiple MSME friendly schemes.<\/p>\n<p>The government&#8217;s Production Linked Incentive (PLI) scheme has been expanded to allied industries such as food processing packaging by the <a href=\"https:\/\/dpiit.gov.in\" target=\"_blank\" rel=\"noopener\">Department for Promotion of Industry and Internal Trade (DPIIT)<\/a>. MSMEs who have ventured into the pharma packaging niche can also avail of other schemes, such as the MUDRA Tarun loan scheme, which offers up to \u20b910 lakh loans without security, and the Stand-Up India scheme, which provides loans between \u20b910 lakh to \u20b91 crore to first generation entrepreneurs.<\/p>\n<p>Under the Plastic Waste Management (Amendment) Rules, EPR will push pharma and FMCG brands to either collect and recycle their plastic packaging or move to alternatives. There is a strong demand among many brands for paper bottle suppliers to be able to comply with these requirements with no disruption to their operations. The <a href=\"https:\/\/www.makeinindia.com\" target=\"_blank\" rel=\"noopener\">Make in India <\/a>initiative also actively promotes packaging as an advanced material sector, providing export and FDI facilitation, among others, benefits to the packaging industry.<\/p>\n<p>These central schemes are supplemented by state level benefits. There are a number of industrial zones such as Rajasthan, Gujarat and Tamil Nadu where eco-friendly manufacturing units are provided with exemption on electricity duty and GST input credit. The margins are attractive: today pharma companies are willing to pay a 30-40% premium on the paper alternative to standard plastic bottles, mainly due to limited supplier base. These have paper strips that are wound around under pressure, and are fastened with metal or composite ends. They are already widely used in high end packaging for tea and spices. However, when it comes to health drinks, the required machinery investment is in the middle range of \u20b950-70 lakh for a mid-scale machine, with the format requiring barrier coatings compatible with food and certified printing inks. The best part of this is that health drink companies are more likely to place larger and more consistent orders as compared to pharma clients, which reduces the volatility of demand. It is a B2B, recurring revenue, and somewhat protected from retail competition business model. Investing in regulatory documentation and quality certifications (such as ISO 15378, Schedule M) is not easy, but it does form a long-lasting competitive moat. The cost of this model is quite low (around \u20b920\u201330 lakh) and the income comes from design fees, prototype fees and production fees. This asset light model is redundant to a number of global packaging design companies.
