This market is made up of a very large and underutilised feedstock base, powerful policy demands from the Central Government and an increasing demand from industry and consumers for bio-based alternatives. The sector is broad-based and encompasses various product categories including compressed biogas (CBG \/ Bio-CNG), organic fertiliser and compost, bio-packaging materials, agro-waste particle boards, biochar and specialty biochemicals, each with its unique demand characteristics, investments and return patterns.<\/p>\n<p>Demand\u2013Supply Gap: It is estimated that India produces around 500-550 million tonnes of crop residues per year but only about 34% is being converted into value added products. As demand for bio-energy products, organic fertilisers, and sustainable packaging products grows rapidly, the result is an unexploited and unshrung feedstock surplus on the supply side. India produces an average of 500 million tonnes of crop residue annually, which makes it one of the major agricultural biomass producers in the world, according to the <a href=\"https:\/\/mnre.gov.in\/en\/bio-energy-overview\/\" target=\"_blank\" rel=\"noopener\">Ministry of New and Renewable Energy (MNRE)<\/a>. In terms of states, Uttar Pradesh has an estimated 60 million tonnes per year, while Punjab has 51 million tonnes and Maharashtra has 46 million tonnes. Residues are mainly composed of cereals (about 352 million tonnes of residues annually, which is made up of rice, wheat, maize, and millet).<\/p>\n<p>The cereals category has the single largest share of this huge amount, led by rice paddy straw and wheat stubble. The use pattern, however, is very uneven. About 92 million tonnes of crop residue is still being burned in the open damaging soil fertility, polluting the air and wasting a huge amount of money. It is, therefore, not only an environmental case for utilizing this burned material for manufactured products, but a commercial one as well.<\/p>\n<p>In addition to crop residue, the base of feedstock includes sugarcane bagasse and press mud from sugar mills, cotton stalks and husk, coconut shells and coir, groundnut shells, rice husks and animal waste from bovine population in excess of 300 million in India. Combined, India&#8217;s total biomass waste feedstock for industrial use is generously on the higher side of the world which in turn creates a cost competitive feedstock base that the manufacturers in Europe or North America cannot match.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Segment-Wise_Market_Analysis\"><\/span><strong>Segment-Wise Market Analysis<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h3><span class=\"ez-toc-section\" id=\"1_Bio-CNG_and_Compressed_Biogas\"><\/span><strong>1. Bio-CNG and Compressed Biogas<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Today, this is perhaps the most prominent piece of India&#8217;s waste valorisation on agriculture. 5,000 operational compressed bio gas plants are planned with a vision to supply 15 million tonnes of CBG in India per annum, which is around 40% of the current CNG demand, under the government&#8217;s SATAT (Sustainable Alternative Towards Affordable Transportation) scheme launched by the <a href=\"https:\/\/satat.co.in\" target=\"_blank\" rel=\"noopener\">Ministry of Petroleum and Natural Gas<\/a> in 2018. The scheme allows the entrepreneurs to establish CBG plants with assured offtake agreement with Oil Marketing Companies (OMCs) using agricultural residue, cattle dung, municipal solid waste and press mud as their feedstocks.<\/p>\n<p>The production potential of CBG in India is estimated to be 20 million metric tonnes per annum, which comes from agricultural residues. As to the number of operational plants, however, by mid-decade, only 103 plants were in operation and 72 were under the SATAT scheme, a mere trickle of the promised number. It is not a sign of poor fundamentals; it is a clear investment signal.<\/p>\n<p>As per the CBG Blending Obligation of 2023, the gas distributors are duty-bound to integrate CBG into the natural gas grid at 1% level in the financial year 2025-26, then 3% level for financial year 2026-27 and then 5% level from the financial year 2027-28 onwards. This policy will establish a legally binding market for all CBG generated.<\/p>\n<p>CBG project can avail up to \u20b9 10 crore CFAP from MNRE and concessional financing from IREDA. Interestingly, the Reserve Bank of India has categorized CBG plant loans of up to \u20b950 crore under the Priority Sector Lending category, which is a huge indicator of bankability of the project. More visible recent works of the company is the HPCL CBG plant in Badaun, Uttar Pradesh, where 100 metric tonnes of rice straw is used daily to produce 14 MT of CBG and 65 MT of nutrient rich solid manure with Praj Industries&#8217; technology named RenGas\u2122.<\/p>\n<p><strong>Demand\u2013Supply Gap (CBG): I<\/strong>ndia has less than half of the operational fleet to supply 20 MMT from agri-residues alone. Organic Fertilisers and Compost<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The Indian<a href=\"https:\/\/www.niir.org\/blog\/organic-fertilizer-manufacturing-business\/\" target=\"_blank\" rel=\"noopener\"> Organic Fertiliser<\/a> Market is undergoing dynamic structural change and includes products such as compost, vermicompost, bio-fertilisers and enriched organic manure made from agricultural wastes. The India organic fertiliser market size was estimated to be USD 432 million in 2024 and is expected to grow to USD 670 million by 2030 at an estimated CAGR of 7.56%. A more recent estimate puts the market value at USD 1.5 billion, and expects it to increase to USD 5 billion by 2035, compounded by additional factors such as increasing coverage of organic farms, government support, and export demand for residue-free produce.<\/p>\n<p>In India, there are more than 1.76 million hectares of certified organic farming and an additional 3.62 million acres are being converted into organic agriculture which is the fourth highest certified organic farming area in the world. The Paramparagat Krishi Vikas Yojana (PKVY) and other subsidy schemes directly offering incentives to the farmers are being operated by the Ministry of Agriculture and Farmers&#8217; Welfare. In the compost sector, for which most production comes from agricultural residues, sugarcane press mud, crop stalks and urban organic waste, the value is valued at USD 0.6 billion, and will be double by 2035.<\/p>\n<p>The structural demand driver is clear: decades of heavy chemical fertiliser use have left millions of hectares of Indian agricultural soil degraded and microbiologically impoverished. Organic fertiliser derived from agricultural waste serves the dual purpose of waste valorisation and soil remediation. Companies like <a href=\"https:\/\/www.iffco.in\/\" target=\"_blank\" rel=\"noopener\">IFFCO<\/a>, Coromandel International, and Gujarat Narmada Valley Fertilisers &amp; Chemicals (GNFC) are already operating at commercial scale in this space. IFFCO launched the world&#8217;s first Nano DAP Liquid Fertiliser \u2014 approved under India&#8217;s Fertiliser Control Order \u2014 and has targeted production of 18 crore bottles by FY 2025\u201326. Coromandel International launched a dedicated Nano Fertiliser plant at its Kakinada facility.<\/p>\n<p><strong>Demand\u2013Supply Gap (Organic Fertilisers):<\/strong> Despite growing rapidly, domestic organic fertiliser production meets only a fraction of the addressable demand. Per-acre application rates remain a fraction of recommended levels across most Indian states, and the bulk of the MSME manufacturing capacity is fragmented, localised, and unable to serve large-scale agricultural buyers consistently. This creates direct scope for organised, technology-upgraded compost and vermicompost manufacturing units \u2014 particularly in states with high crop residue generation.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"3_Bio-Based_Packaging_and_Biopolymers\"><\/span><strong>3. Bio-Based Packaging and Biopolymers<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The plastic ban regime in India, particularly the ban on single-use plastics (SUPs) which came into effect under the Plastic Waste Management (Amendment) Rules, has ushered in a regulated procurement demand for bio-based packaging products. India biopolymers market was USD 652 million in 2024 and is expected to grow to USD 2.09 billion by 2033 with a CAGR of 12.74%. The agricultural waste feedstocks such as sugarcane bagasse, rice husk, corn stover, and jute fibre are increasingly being used as a raw material for the biopolymer and biocomposite manufacturing because of their cost competitiveness and availability.<\/p>\n<p>Meanwhile, India&#8217;s share of the global bioplastics market continues to be a small one, accounting for 0.46% of the global market, which is estimated to touch USD 30 billion by 2030. This underrepresentation in a country that has so many other resources signal a major manufacturing investment deficit. The government&#8217;s commitment to establishing a domestic base in the production of bio-based materials is reflected in the new policy framework of the Department of Biotechnology and the allocation of \u20b92,500 crore for bio-based material R&amp;D.<\/p>\n<p>The primary application areas that are seeing high demand are food and beverage packaging, pharmaceutical secondary packaging, agricultural mulch films and protective packaging for e-commerce, all of which are scale intensive and have critical domestic supply chains. The demand is mainly coming from the markets of furniture, modular kitchen and real estate interior fit-out, all of which are in structural growth.<\/p>\n<p>The other environmental regulatory narrative is in favour of agro-waste based panels. As a result of the court&#8217;s scrutiny on the deforestation issues, the National Green Tribunal has raised the alarm about the use of wood for panel production, which is a policy tailwind for alternatives to non-wood agro-waste. Sugarcane fibre waste from sugar mills can be used to make bagasse-based particle boards, which are already in commercial use with companies such as Mangalam Timber Products and a few others in the region.
