4 New Industrial Parks, Countless Business Opportunities: Is Himachal the Next Manufacturing Hub?

Himachal Pradesh Industrial Parks

Four proposed industrial parks could create new manufacturing and investment opportunities in Himachal Pradesh.

Himachal Pradesh’s four planned industrial parks are proposals, not approved projects. The state has sent two to the Centre under the BHAVYA scheme: Manjholi in Nalagarh (150 acres, ₹154 crore) and Beetan in Una (75 acres, ₹80 crore). Kadrori in Kangra and Kandaghat in Solan are still being prepared. BHAVYA pays for park infrastructure, not for factories, so the opening for entrepreneurs lies in supplying the units that will settle around the parks: packaging, intermediates, testing and storage.(Himachal Pradesh Industrial Parks)

7 November 2026, after Amar Ujala reported on 5 November that project reports for two parks are with the Centre. Next milestone: first-phase selection under BHAVYA, with approval signals reported for December 2027.

Confirmed so far: the Union Cabinet approved BHAVYA on 18 March 2026 (100 parks, ₹33,660 crore, up to ₹1 crore per acre); the state says it has submitted proposals for Manjholi and Beetan; Himachal is in the 25-acre minimum group for hilly states. Still awaited: selection of any Himachal park; area and cost for Kadrori and Kandaghat; plot prices, sector mix and allotment rules; the state’s new industrial policy, reported on 28 October as set for the next Cabinet meeting. Which Himachal Pradesh industrial parks are in the BHAVYA pipeline?

Two of the four parks have papers with the Centre; the other two have no area or cost yet. The cost figures below are the state’s own numbers.

PTI quoted the state as saying Beetan lies close to the upcoming Bulk Drug Park at Haroli and is meant to support it. Amar Ujala reports about 30,000 jobs across the four parks.

What does BHAVYA fund, and how will park plots be allotted?

BHAVYA pays for the park, and any incentive for a factory sits with the state.

BHAVYA central assistanceDPIIT, through NICDITUp to ₹1 crore per acre for roads, underground utilities, treatment plants, ready-built sheds, testing labs, warehousing and worker housingEquity in the park’s special purpose company, tied to land value, released in three tranches (40:40:20) against milestonesCabinet-approved; no Himachal park selected

Under DPIIT’s guidelines, each approved park is run by a special purpose company that allots and leases plots to units in a transparent, non-discriminatory way. A private developer can join as anchor investor and take up to 25% of the land, if it builds a unit of at least ₹10 crore in a hilly state. The second funding tranche needs land allotted to at least two manufacturing units with investment commitments, and development work gets 24 months after approval. This suggests ready plots are some years away. (Himachal Pradesh Industrial Parks)

Our BHAVYA scheme guide covers the developer side.

Which businesses do Himachal’s industrial parks open up?

OpportunityWhy this news helps itLikely scaleWho it suitsWhat to check first
Pharma secondary packaging (cartons, labels, leaflets)Manjholi sits in the Nalagarh belt, part of the Baddi-Barotiwala-Nalagarh corridor, which the state says has more than 2,500 industrial enterprisesMicro to smallPrinters and carton units near Baddi and NalagarhVendor-approval steps at three local buyers
Intermediates and excipients for the bulk drug parkBeetan is planned beside Haroli, where Parliament heard in July 2026 that about 20% of Phase-I site work is doneSmall to mediumChemical graduates and existing chemical units; see API manufacturingEffluent route: the park’s ₹273 crore treatment plant is at tender stage
Ready-built sheds, built-to-suit units and worker housingBHAVYA funds these and lets private developers join the park companyMedium to largeDevelopers with net worth of at least 15% of project cost and a completed park of 50 acresLand contribution and equity share
Testing and quality-control laboratoriesThe guidelines list testing labs as fundable and score them in park proposalsSmall to mediumAnalytical chemists and accredited-lab operatorsSample volume from nearby units
Warehousing and freightBHAVYA funds warehousing; the Chief Minister has asked the Centre to extend the Baddi-Nalagarh rail lineSmall to mediumTransport and storage operators in Solan and UnaRoad-freight plan; rail is a request, not a sanction

For a first-time investor with a modest budget, the stronger opening is a packaging or supplier unit in an existing Nalagarh or Una industrial area, because a park plot may be years away. (Himachal Pradesh Industrial Parks)

What should you check before investing near the Himachal parks?

  1. Product and buyer. Pick the product from a buyer’s purchase list, since no sector mix has been announced.
  2. Do not pay for a plot that does not exist yet; existing areas allot plots only where land is available.
  3. Power and water. The allotment form asks for connected load in kW and water in kilolitres, so size both early.
  4. Chemical and pharma units need a confirmed disposal route before they sign anything.
  5. Approvals and incentives. Proposals above ₹10 crore go to the state single-window authority, and unit incentives wait on the new policy, so keep subsidy out of your base case.
  6. Model road transport; the rail extension is only a request.

What can you use while the Himachal parks wait?

Two state routes are live today.

RouteWho it suitsWhat it givesWhere to applyStatus
Plot or shed in an existing industrial area or estateUnits that need land nowAllotment by the Department of IndustriesApplication form (Annexure A-1), after consulting the General Manager of the District Industries CentreOpen where land is available
State single windowNew units and expansionsOne Common Application Form for clearances; proposals above ₹10 crore go to the State Single Window Clearance and Monitoring AuthorityState single-window portal under the 2018 ActIn force

What to prepare now and where to watch

  1. A project report with plant cost, power load and water need, because the allotment form asks for all three.
  2. Your MSME registration number, or the Directorate’s approval reference for medium and large projects.
  3. A means-of-finance split (promoter’s equity, loan, subsidy) and a bank conversation; our PMEGP guide covers one route for micro units.
  4. Earnest money by bank draft, which the form lists.

The next update will appear on the BHAVYA portal run by NICDC, on DPIIT’s scheme page and in the Himachal Industries Department’s announcements. Amar Ujala’s 5 November report is the latest on the project reports.(Himachal Pradesh Industrial Parks)

Planning a Manufacturing unit near the Himachal parks?

A project report for this kind of unit sets out plant cost, machinery, raw material, power load and profitability in the format banks and government programmes ask for. It can support a plot application or a bank discussion, though it cannot promise approval, subsidy or a loan. Entrepreneur India’s publisher, NPCS, prepares such reports.

Frequently Asked Questions

Does Himachal get four parks under BHAVYA automatically? +
No. BHAVYA picks parks through a competitive challenge, and the national committee can cap the number of parks per state. Himachal has put forward its proposals; selection decides which go ahead.
When can I apply for a plot in the Himachal BHAVYA parks? +
Applications are not open. Each park's special purpose company will allot plots after the Centre approves the park, and the guidelines give it 24 months for development work. Amar Ujala reports signals of approval by December 2027. Existing industrial areas allot plots now where land is available.
Who can get a plot in a BHAVYA park? +
The park's special purpose company allots plots to manufacturing units in a transparent, non-discriminatory way. A private developer acting as anchor investor can take up to 25% of the land if it sets up a unit of at least ₹10 crore in a hilly state.
How much money do I need to start a unit near these parks? +
It depends on product, capacity and whether you take a plot or a shed. A packaging or assembly unit needs far less than an intermediates unit with its own effluent treatment. A project report fixes the number, and the allotment form asks for land, building and machinery investment separately.
Does BHAVYA give a subsidy to factory owners? +
No. BHAVYA pays for park infrastructure, up to ₹1 crore per acre, as equity in the park's special purpose company. Unit-level incentives come from the state industrial policy, which is being revised.
Why can a 75-acre park qualify under BHAVYA? +
BHAVYA's minimum is 25 acres for hilly states, including Himachal Pradesh, against 100 acres elsewhere. That is why Beetan at 75 acres is eligible to compete.
