Assam Economy – Tea, Oil and Northeast Gateway

The Assam GSDP has touched Rs.5 trillion with an average growth rate of 10% per year. The state accounts for 55% of the total tea production in India, and combined with the tea producing areas of Darjeeling-Assam, the state is the second biggest tea growing area in the world. Onshore oil reserves of Assam are the fourth largest in India with 145+ producing oil fields. State is also the largest producer of lac (natural resin), second largest producer of jute and is the only one producing the world’s most costly natural silk (Muga) at Rs.10,000-25,000 per metre.

Policy Framework – Assam Industrial Development Policy

The capital subsidy offered by Assam Industrial Policy is 30-50% for agro-processing, bamboo, silk and IT industries. The 7-year period is allowed for availing the reimbursement of full SGST. In manufacturing units, the cost of power will be reimbursed at Rs.1-2 per unit. Stamp duty + land revenue incentives for new industrial investments. Industrial estates are operated by ASIDC (Assam Small Industries Development Corporation). Moreover, industries in Northeast India are eligible for North East Industrial Development Scheme (NEIDS) under the Central Government which offers 30% capital investment incentive, 100% central and state tax exemption for 5 years and interest subvention of 3% for 5 years.

Infrastructure – Act East Policy and ASEAN Connectivity

Following the construction of the road and rail bridges across the Brahmaputra, Assam connectivity has been greatly enhanced. NH-27 (East-West corridor) runs across the state. Moreh is located on the Trilateral Highway between India, Myanmar and Thailand leading to the ASEAN markets, Assam. The expansion of the Guwahati airport has been finished and a new cargo terminal has been added. The low-cost bulk cargo transport along the inland waterway on Brahmaputra (NW-2). Estimated Investment: Rs.15-40 Crore | Guwahati, Bongaigaon, Kokrajhar

India is the most biodiverse bamboo forest, in Northeast India, there are 100+ species found. Bamboo industries are supported through the National Bamboo Mission through the provision of capital subsidy and technical support. Parts of bamboo (plywood substitutes, bamboo flooring, bamboo structural panels in building construction and bamboo fibre textiles) have been rapidly developed and are actively promoted in both the domestic and foreign markets. The production of bamboo composites in Assam could benefit from a raw material cost of Rs.30-60 per kg of culms, which is significantly lower compared to the cost of bamboo timber at Rs.500-800 per kg to achieve a comparable performance level in construction.
